Dobule Shotguns don't work as intended

Description
Double shotguns - and detrived uniques - are (8d3)x3 and have magazine size of 2. As a result they only deal (8d3)x2 damage in reality (and would use 3 ammo if the magazine was bigger).

I'm moving this to 0.9.9.4 because Kornel said in the 0.9.9.3 beta threads that he would look at this in 0.9.9.4.
I think a reasonable behavior would be for IF_DUALSHOTGUN weapons to fire all of their shots if they have a fully loaded magazine.
Otherwise, the multiplier could simply be dropped to x2.
