With those tools we can also, by simply assigning the same percentage to all known damage types, make an armor that takes a percentage off all damage.  But we cannot make an armor that takes a flat amount off only specific damage types.  Filling in this gap would be very useful for modders as it's difficult to balance both a flat and percentage based system together.
